speaking parents to select the Spanish translation Channel which is a feature you have at the bottom of a jam you can choose to listen through our Spanish interpretation which will be simultaneous Lily joining help me with that purpose of a mass of Amelia security and he loves you and the little canal spaniol see on the Massillon Cable Scott Advocacy Center presentation all right so welcome at 2 everybody I will give you a couple of seconds to migrate to the Spanish Channel if that is what you need and we'll get started here in about 30 seconds just for those that don't know all you need to do is click on the word interpretation at the bottom and then put the language you want in this case Spanish the other person you Nicole thank you good evening everybody let's go ahead and get started thank you for being on time you want to honor your time and make sure we save time for questions so we ate we will go ahead and jump right in tonight's parent Workshop I am toast by myself Miss Bustos miss her and Miss Alice and Miss DM are so thank you very much to my co-presenter I'm so happy to be a standing alone on these Grey leader as we talk to you tonight not only about a budgeting and and how School budgets work but also about the California budget for this coming here how that might impact I over the next few years we want to talk about how a tenants and enrollment since covid is impacting schools especially in East LA and a cross LA county and then we're very excited share with all of you some updates about our gauge project or our privates a facility that we are working on acquiring so that we can have our own brand new school building for our students so I lots to cover tonight and we are going to save time for questions at the end and you can ask questions in Spanish or in English and will be eager to hear from all of you. add a question along the way you can write it down so you don't forget why we're presenting or go ahead and type it in the chat and we will begin with those when we get to our question-and-answer period at the end so the first thing we wanted to talk to you guys about is just our school budgeting is calculated and and what goes into a budget and so just like our house we had expenses that you have to pay out and we have income right that comes into us and so let's talk first about what our expenses are any School District budget is going to be made up of people that is the large portion you know of our budget always and that includes not only wages and salaries but also retirement benefits health care benefits maternity paternity leave program and 403b for our employees right so that piece of the pie is always a very large piece and then of course as a school district just like we do and in our household budget we have two papers primarily we need curriculum supplies field trip professional development are we also pay for services like special education services legal services and a big piece of our pie makes up our current rent our property nine rent so what does that look like here at Xterra so for example in 23 24 this school right now our budget total budget is 11.6 million dollars that's our total costs for all of our locations and you can be here in that yellow piece of pie that we pay 67% or about two-thirds go to our Xterra employees again. Their salaries their health insurance their retirement there other benefits we also have some special education employees that are in the green piece of the pie so really we are probably spending over 70% on salaries and benefits and that is about average. District spend up to 80% on people if they don't have as many overhead expenses but where we are at about seventy little over 70% the blue piece of the pie represents are correct best include on our English and math curriculum or English learner curriculum or new science adoption coming up this also includes our meal program for our students for breakfast and lunch everyday are green piece of the pie as I mentioned that include some special education services that also includes all of our field trips out of here this also includes are as I mentioned for prop 39 I'm at the big piece and some other overhead and operating cost we have to pay for Wi-Fi phone lines and zoom right so all of those kinds of expenses come out of our Green Piece of the pie the piece that students feel and see every day would be their knowledge either laptop and our field trip right that come out of the Green Piece of Pie here so this is certainly pretty representative like I said of high school districts pies look right when they look at their budget for the school year but we are a little bit higher in our operating costs because of our Route 39 and being spread across four location so later on today we're going to talk about and that will make them smaller in the next couple of years and it'll give us at you no more. to allocate the other services for students so we're certainly very excited about that the bills are expenses right but how do we pay for all of these costs to run the school district that would be our income right so this is the money coming in and we received a federal money and we received State money so I'll talk about the federal money first have received over the last three for school years quite a bit of a special Congressional signs for covid money and that covid money is phasing out now so that money is going away in terms of Revenue we have also received and will continue to receive a title money this is an important Revenue that we received from the federal government this includes our English learner teacher professional development and our money for our student population based on our number of students that receive free and reduced lunch and so this is important money that helps pay for instructional coaches a teacher PD an English learner curriculum so we're very grateful for that title money we also receive money from the federal government for special education that called IDE and this is specific money they can only be spent on special education just like the title money can only be spent in a different title categories so these federal dollars are very specific there crucial for a budget but they're also very specific on what we can spend them on from the state the largest by the money that we received from the state is our local control funding formula based best category right here and it's represented by this little blue student kind of standing out here to the side this is what we also call the General son these are dollars that the school district can allocate openly to whatever needs we might have that we identify and Nar L caps to meet our district goals and provide our services to our student so these baseballers it's about $15,000 per state we receive represented by the Little Blues dude in here and then additionally we received very important money called supplemental and concentration money we received the supplemental and concentration money again because we have an extremely high population of students on free and reduced lunch and we have up to one-third of our students as English Learners this is very good for the Xterra budget because these are extra I need that we received that other school districts are schools in other neighborhoods do not receive for example in Beverly Hills they do not receive any money for supplemental or concentrate they only got a little blue man here they do not get any of these extra adjustments that are in the Box do for our budget we add these two expenses together the state also rides various specific fun for example we received some money in a categorical Grant from the state that can only be spent on Arden music right so there some specific additional monies that receive and then of course we also received money from the state to support special education and that state legislation is called a b602 and this is specific money that can only be spent on special education week lastly the state also provides covid-19 he's abused are also phasing out but we will still have some of these monies continue for the next couple of years so another way to look at our income or rather Brian lcff is to think about it by great bands you receive a little bit of extra money for each student in the school who is in kindergarten first second third grade because Jay delete A3 has a smaller class size than 4 through 6th grade or middle school bus so the state provides a little bit of extra money for students in case Brie and then at least bottom dollar is our supplemental in concert the money that we receive for free and reduced lunch students English Learners so that's very important revenue for us you'll notice a fourth through eighth grade they do not get the little grade-level add-on High School. expensive to run a high school so that makes a lot of sense right they have all those specialty science classes and Social Studies classes that they offer at sports programs Etc we don't receive any money in this category of course because I we end in 8th grade so this is another little visual kind of detection to look at the different Revenue that we bring in so course just like it home we have to balance how much money are we bringing in from these different Revenue horses versus how much of our expenses are coming out and we always want to have a balanced budget just like you do at home we do not have any dead in the school district we don't we don't run in it and if we don't or any debt and not very important as we get ready to build our new school right we want to be financially healthy one of the biggest changes that all school districts have had to make in the last 3 years is the impact or covid-19 as I explained we received these different monies and we add them together to get our budget if there was one more Colin on chart it would have a deduction and as we've shared in some other parent workshops we get a penalty for absences that comes to us as a penalty so we have to take that into account and with this chart here shows us is Statewide average impact of attendance from before covid through 21-22 and we're going to talk about our newest members here in a but what you can see here is that before covid school district's averaged 11 or 12 per cent for chronic absenteeism and School District goals you know that we would sit around the tenants would always be at you know to be under 10% would be a good healthy goal that we want to strive for for chronic absenteeism well now in 21 22 you can see it at Statewide that jumped up you know almost triple over 30% and while it's come down a little bit I last year xterras numbers have not come down as much so when you hear your principals in your teachers talking to you about attendance urging you to bring your students to school every day that is because we receive a penalty for absences and we would like to have the smallest penalty possible right as you can imagine another factor that school districts are taking into account is California's budget I mentioned to you that they generally pay out around $15,000 a year for each student. changes every year and what we see here in a California Budget for 2324 you see this maroon piece of the pie here which is 36% and then are they stand around 10% higher education so this is the amount of the California budget spent on education just about 46% that's a lie right that's great for Education state law says I have to spend at least 30 percent so we really appreciate that what is California's budget overall goes down then our piece of the budget the education budget will go down as well this is where we start to have to make some predictions parents the California Budget does not get adopted until the middle of summer time and obviously we cannot wait that long to plan our budget luckily there are budget analyst and it will preview and predict where the California Budget will go and it looks like California may enter a recession while the economy is recovering lately the pact of families moving out of California and moving away the impact of inflation the impact of the strikes that have especially hit Los Angeles County extra hard are these last few months are really harming California's budget some experts think that a best case scenario is that California will have a 27 billion dollar decrease an average expectation next year's budget decreases 40 billion I literally received an important email 15 minutes ago this is how quickly this information changes that says we might even be 60 billion dollars a short over the next three years and that's what we really want to talk about is not just budgeting for tomorrow but budgeting for the next three years so if California total budget down by 40 billion dollars education's total budget mathematically would go down by 14 billion but luckily we have almost 11 billion dollars in our education savings account statewide right so that will help protect the education budget over the next couple of years but certainly school districts have been told to prepare for a smaller budget coming from stay and that's our biggest piece of the budget that was smaller budget coming from the state next year and the year after that so 2 years 2 years out another Major Impact as I shared is inflate we've all felt this when we've been grocery shopping and and and filling our gas tanks and planning for the holiday right the good news is inflation has improved over the last few months and it is it is predicted to continue to improve in 2024 in 2022 inflation was horrible right it was almost 10% in 2023 it's been closer to 4% and we're looking to maintain I'm over the next couple of years but of course that's very hard to predict especially with global Wars and things happening outside of America that we cannot control another cost increase for school districts is our teacher retirement system so for every teacher who works at Xterra in addition to their salaries we also pay a percentage for their retirement and two years ago at 2 years ago this winner by 2/2 per cent this was a big increase for school districts little bit of good news here it's going to maintain now for the next couple of years so that's something we can plan ahead for and work into car budget model another cost that has been going up it will continue to go up right is our health benefit medical insurance is getting more and more expensive Erica I we have had an increase of over 4% in the last two years that we've been budgeting for and it could go up as high as 8% increase in 2024 so again these are all pieces the puzzle and that we have to make plans and prepare for in our budget model and these are kind of the map that we are going to be predicted over the next four five six months as we prepare our budget not only for the 2425 lawyer but also again looking ahead like I said for the 2526 and we're going to be looking to learn more from the governor on in the coming months and Miss Ballas will share a little bit more about that I'm going to turn it over to me so she can share with you all some kind of specific I Empire and what we see in our neighborhood and our neighboring schools and also at Xterra Miss Alice I think you so just a reminder that question and, we'll take out the end of the presentation so again please if you jumped on late make sure you write them down right I'm into the chat and we will get to those at the end of our presentation but looking ahead 2024 2025 some of you might have already heard the news that Kip has made the decision to close three schools due to under enrollment we learned about that information as well as guess within this climate in all of California Statewide we know that schools have been under enrolled for the last couple of years Xterra is under enrolled as well and several different grade levels the other item to mention is about property at 39 right now charter schools are in a tough situation without USD as the board is in the best of friends with Charter Schools right now which is why it's really important for us to keep on top of those District board meeting and when we ask for your support at board meetings to be present because they do decide a lot of what comes to our charter schools are so one of the bigger things that we are waiting for is for our initial property nine offer which is our space that take on our schools and so that will come February 1st as I mentioned it's not just an Xterra thing it is Statewide we have seen the numbers within these last couple of years really dip and even in the projection it doesn't look positive so since 2019 and Olive California there has been over 300,000 students that have left our schools we are predicting that in 2023 we're probably going to lose about 40,000 more students and where do we see the hit the most if you have been with any school in the last couple of years you will say that the lower grade levels tend to be antique a Kinder and first grade and that's exactly we currently see in our grade levels as well yes and I stated we just wanted to make sure that families were aware of where it Xterra stand as far as our chronic absenteeism so we know how he tendance is critical to our funding and we're always talking about how to you know exact knowledge perfect attendance and coming to school everyday on time but we want to show how come listen to the state how it can our goal is 10% or less but right now we are above the norm right now we're a little bit higher than we should be so in comparison to the state they were at 24% with chronic absenteeism and looking at our just wondering if yes two sites are UPS 1 schools a little bit above our chronic absenteeism in our Ups 2 is right where the state is so again it's an issue it's an issue with the states having an issue that is Jairus having but again is also tied into our funding I'm so it's all tied in together and that's why we are always emphasizing the importance of students coming to school every single day and how that affects our our budget Thanksgiving is Bill Maher is so just to add more to that again if we are using a projection that each student brings in a revenue about of about $15,000 the laws of I mean the 3% difference within our attendance or Ada that turns out to be over $150,000 for EPs and $77,000 cps2 so that's why when we push bar pendants 97% this is with a 97% attendance rate and that 3% makes that huge of a day friends over $200,000 now let me take a look at enrollment and the numbers of what that mean over the last two years there's been a loss of 176 students now the nails have been for very list reasons and I know you know to be transparent a lot of families can no longer afford to live in the LA area or even California for that matter and that is a huge piece of to why we are seeing a lot of students leave our California schools and with that lost of students over the last two years that has has hit us really hard with about 2.5 million dollars and over the last four years I know there's a few families in here that have been day one family is with us and we we know how well we started off but also started off really well and had a lot students and it was a great time and over the years things happen in life happens economy happens and with that loss we we have seen over 350 students leave our school and that has been a loss of over five million dollars so again when we talked about attending super important to our budget and how that impact our school as well as in Rome and why we asked parents to join us on events or to help us brainstorm ways to keep students at Xterra but also to bring more families into Xterra so this is why we need you all to hear this information because we do need your support and as was mentioned already the California Budget we do you know have to wait till that gets released in January there are some revisions that happened in May and then it's adopted in June and all that plays with our own school budget is that there are some decisions that we have to make obviously prior to the school year and so we have to some anticipation with that and that's where we board our school leaders you know come together and make the best decisions possible for our Budget moving for so just bringing it back again mentioning prop 39 and the huge impact that has on where we go in our next step again the fur proposal is given to us hopefully February 1st sometimes the district may be a couple of days late but we're targeting February 1st which is why we already have set our next meeting with model staff and teachers but also with families on February 5th if for some reason there is a delay with their response to us then we may push it to the following week but as soon as we get the information I want to be very quick to turn it around and relay that information to all of you so mark your calendars February 5th should be the date and then our final offer is done by thank you so much Miss Allison is Liam are we really really grateful around their leadership to really try to support attendance efforts and making it fun as well I'm here today to close out all the information part of our session to talk to you about a strategy that we have been working on for a very long time that is a facility that Gage building and the reason why this is such a critical point in where we're at with that the context of California and then budget work and Xterra is because we see this as a major component for our long-term so some of the things I wanted to share with you all is around again the freedom of expression and being at our own site so we have our wonderful mission and vision that guide our work and that came from a lot of parents who I see on today or are from here from the very start and being able to be at our own facility at Gage in the future is going to really help us fully express ourselves we're going to be able to design minor own master schedule have kids go out at recess a different times we're going to be able to do a lot more intervention because we have more rooms and more flexibility we will be able to express South End as far as I get our programming like a science lab and that really reads to our mission and vision because of the Hands-On learning again the long-term stability feels really good as well because we are going to be able to grow our school and have those grade levels continue from year to year and that's something that will be able to be confident around as far as to bility because we don't have to wait for those prop 39 offers to come in and to kind of determined on what were able to offer so it gives us that continuity that were looking for we also are so excited to be able to collaborate and that means staff not having to travel back and forth which I know you all are sharing I'll be back with us around teachers being able to plan together and come together as grade-level teams or departments which is great for kids and and really supporting academic achievement and again also our fiscal benefits so right now as you can imagine like a mister cat expressed we have four times the amount of let's say Bill snow we have to pay so we have other utilities times for we have the the the rent that were paying all of those things add up and being able to move our three sides into the Gage building will help right size that budget an addition right now we're paying rent but once we move into the Gage building we actually get a state reimbursement for mortgage which is a really big deal and just in case some families are seen these architectural renderings for the first time we just wanted to show them briefly and highlight again some of the inspiration behind the design as you can see we have Xterra colors in mind which is really beautiful those pops of color and then we also took inspiration from Frida kahlo's home in Mexico City and that you can see with the fact again the color blocking and the Spanish tile as a a way to honor the community that were serving we also took into consideration our littlest Learners so we designated a specialty K area for students to be able to have that safe space you have a lot of Hands-On learning and differentiation science lab is also a big part of our vision is not visible here but available if you're interested and then considerations around parking for staff and then getting creative what are Second Story additional play area so really excited about what this all has to offer and how this can be appealing for the community so how's it going how are we doing with this strategy this project we're doing well we again here is a summary of the estimated timeline Mister cat is heading this work and having weekly meetings with different partners around ensuring that we do all the legwork so that again we can get to that really visible component or around construction and then one day we'll be in so those those things are traffic studies the zoning projects we have our a planned hearing around this between the months of January and March so if you're interested in attending or supporting us you can I'm definitely stay in touch we are working on permitting & planning and should be between August all the way up to and through May and then once all of those phases are completed then the construction can begin so because the construction is going to take some time as you can see some of these are beautiful renderings or are going to be a complete rebuild and a restoration we are going to stay on our prop 39 sites for the 24 25 school until we close out that construction and estimate our grand opening and ribbon-cutting to be July or August of 2025 so what's next some ways that you can help I'm definitely supporting us with letters to turn in to our hearing and for them to review within our documentation around desire for this project you can attend the hearings again estimated January to March you can also leaned in to the LAUSD board meetings and the protests and all of the anti Charter and anti prop 39 efforts that are occurring so that your voices and your presence is felt and can always contact Miss via if you would like to be a participant of that on our end what the district is working on is continuing those traffic studies and making sure all permitting paperwork is an order we are also continuing to develop the construction documentation and we're making sure that we're preparing for a 2024 Hearing in the spring so it's strong and we're working with other Charter leaders to combat the proper 39 attacks again we're not the only ones anyone on we're banding together and and fighting the good fight as a team as a team together so I will again thank you all for you for attending today again this is one of our major strategies for trying to be proactive I'm a really proud of it and I'll hand it off to a nickel yeah thank you so much Lily team thank you so much for presenting we are really excited about Xterra future and every week we are closer and closer to starting construction our traffic study got signed off on this week I mean it's just little victories every week that's great to celebrate and Meridian guard your hearing because that just kind of confirms when we can start construction so very exciting future for us and I know we met with the teachers and staff after school today and they of course our various about all of the wonderful things must be just shared with all of you and I know that I cannot wait to get to have a whole property however we want and have our work center and holiday shows we can have things in the evening we can be there on the weekend if we want to it's really going to make Xterra very special it also going to make us a flagship School in the neighborhood I know when we were over canvassing in the neighborhood and getting support for the gauge project from all of the current neighbors that live I write a rap the school that we ran into as you can imagine not only that cannot wait to enroll and transfer enjoying the Xterra family once we move across the freeway if you don't know the gauge property is right across and so are we are also are we researching Grant's I'm to be eligible to get a bus so that we can run at morning and afternoon shuttle service and we'll have a parking lot so we have a place to store our best overnight or if we can't you know that's right away at least two contracts for some busing and transportation to help our families make it to the other side of the freeway and join the new school so at this point I know a girl that has a question so I miss Alva we are going to call on you first parents you can raise your hand so that we can have you come off mute and ask any questions that you have now it looks answer any questions you might have I will see you and we were at today we have holiday shows all week will be on campus I'm so we really want to share as much information with you as we can miss Morales can we go ahead and and I taking you turn on Elvis mic so she can ask a question hello hi hi again regarding the tendon and I've said that so many times I acknowledge that my daughter has been asking a lot this year what is the same thing due to their not having a substitute and instead of her being in a split on classroom or in someone else's classroom I rather keep her home and it's the same thing I've said over and over like if you guys can provide a substitute so they could stay with them in the classroom when my daughter knows that her teacher is Will Smith I'll be like okay I'll ask her like you want to go to school you feel like staying home cuz there's no point on you going to school and going to another classroom so just make sure you guys have extra substitutes available just for its other teachers feel comfortable to make whether they have family or any sickness adjust that's my thing and I said it over and over like why is my daughter going to another class when the school should be providing a substitute yeah and I recognize that I do ask that you feel like going to school you want to stay home and if the school will provide a substitute I'll be like don't even have a good one they go to school yeah. Thank you my other parents also just keep their kids home yeah thank you that's a really important Point substitutes continue to be a challenge in LA county so we do budget for substitutes in our budget fortunately there is still a nationwide substitute shortage and that negatively impacts you know all schools abilities to get substitutes right now we are working with our own in-house substitute that we have as well as I'm two different agencies so we will certainly continue to do our best I appreciate that comment it is always best to have a substitute of course I would say that even if we did not have a substitute you know we would still vote for the students to come to school not only because they still do get activities and learning that day but but also because it does it. you know hurts on the budget front so a lot of complicated factors there around substitute we really appreciate that comment and we will continue to plan to keep substitutes in the budget thank you so much do we have another question it looks like we might have one in the in the chat really do love that what are you doing to retain students and incentivize students for attendance will talk about retention first we are really excited about our PD is rollout for this year to promote and incentivize engagement for students on campus the return of clubs and student council continuing field trip and and reconnecting and connecting with our family and having a family event certainly as Miss business was talking about once we're at Gage and we have the whole property to do whatever we want we can do afternoon and an evening events and programming for parents and families and students of well holiday shows at night for example other great opportunities to celebrate all of the the exciting learning that our students have when families do leave or we do interview them to find out why they are leaving number one factor is that families are moving away from LA County one of the most popular places people are moving right now Lancaster schools are growing out there drinking and in our neighborhood I'm in our school partners are experiencing this as well we also know that having Gage as a K-8 will help us retain our family right because you won't feel like you need to make a new voice or middle school on Sammy the family over closer tell her I said he's been having a hard time getting over to the middle school at 2nd street so then we'll have to middle school you know that families can choose from that will help retain as well teachers are really working to incentivize students are tenants I love that question absolutely we can and should do more I would love to talk at the next Flappy cuddle act meeting for parent ideas on how we can incentivize attendance certainly I'd together we all have that better ideas we are working with a digital marketing firm and weed increase or our work on digital engagement on Instagram and Facebook we're overhauling our website we want to do much more with social media promotion and digital engagement for families and and had specifically been talking about that we met with principals today knock it out that is a matter of fact we're definitely on the right track and then lastly the comment here is around high quality customer service and communication and mr. Martinez we cannot agree more it is so important we're working on a customer service PD over winter break that we can provide to staff when we get back from winter break we've been working on our communication plans but the principles and the business managers and the parent coordinator we will can you to do that you cannot over communicated or have a too high of customer service so all of these points are spot-on and mr. Martinez if you want to join a planning we would love to have you and and we will take you but we love the ideas please keep them coming any other question Beatrice for translation you it looks like this one was answered okay great as a reminder if you would like to ask a question you can raise your hand and you'll be promoted as a panelist I think the chat still is disabled but the route would be directed through being promoted all you have to do is turn on your microphone all right Miss Alvarado Karen at EPS 1 and EPS 2 yes hi good evening I just want it just as a question and a comment at the same time like this translation idea was at the workshop smoked a lot of parents from Brayden 2nd Street and the reason they were they were bringing up that they were not attending any board meetings or any meetings at all through Zoom because of translation but now that I see that you guys have that would that be provided as well we have two board meetings or any other meetings like this today yes so this type of dual translation is our school board and our district y parent workshops I Believe Miss Alice and Miss Bee provide translation for the clasicos in the elac meetings in real time for those meetings because they're more in person and less on them but when we host any Zoom info sessions parent this year we're going to be doing this till translation just like we do for the board meet at yes great question very important we're also a recording this and we're going to be posting it on our website and leshan Spanish so I you can help spread the word and we're going to send out a blast tomorrow or principals will send out a blast once it's posted on the website so that anybody that didn't come tonight I'm can watch the recording in English or Spanish I'm by clicking the link on our website starting tomorrow is there anyway maybe we could do a flyer and passed out our Facebook page and are exotic Sarah Instagram so parents can over there where to go cuz I was at the lot this past week I was really surprised I thought everybody knew about her social media but apparently sometimes John maybe we doing a flyer with our you know social media name and what not they'll be a great ideas too well actually I see him Miss by a and Alexis and Estrella are on this call so we will work on a social media last as well I think that's a really smart idea and Miss Alice is a poster extraordinaire on her Instagram so if you're not following Xterra public schools on Instagram get on there you're missing snow day and all kinds of big shout out to my stylist for being a master poster for us we really appreciate that she's great so great idea we're running all of these down so that we can debrief as a team and put them into action and Q any other questions all right so again.
